Foushee is a Duplin County native and was initiated into Zeta Phi Beta Sorority, Inc. as a member of the Phi Beta Chapter at Saint Augustine's College in 1985.

She has received the Finer Womanhood Award, Zeta Phi Beta Sorority, Inc. and was named 2018 Woman of the Year, Zeta Phi Beta Sorority. She was the Outstanding Alumnae Advisor, UNC-Chapel Hill OFSL.

She is currently serving as the town of Carrboro's Mayor. She is a Silver Life Subscribing member of the Chapel Hill-Carrboro NAACP.  She is also a Dr. Martin Luther King Jr. Community Service Award winner in 2017.

Foushee is married to Braxton D. Foushee and serves as Co-Chair of the Community Action and Political Awareness Ministry at First Baptist Church of Chapel Hill where she is a member.
